Its the half hourglass block but it extends through the entire block.

To use this blockset you need to have a clip/clip remover block!!!! to make one, you just need to open the mesh modeller on any road block with one clip, edit the mesh and delete both geometry layers, then save, this will get you only one clip which you can remove clips from other road blocks from.
